In each Member State, one can define a "living wage", i.e. the wage necessary for a family of 4 to live decently: providing food, housing, clothing, education, healthcare, access to culture and a capacity for savings. Imposing a price to carbon emissions in Europe (in the form of tradeable allowances or of a carbon tax) is detrimental to the external competitiveness of European energy-intensive industries. I propose to set up a border adjustment on the price of carbon: the importer pays the internal tax, the exporter is being refunded.

The only renewable energy that does not take off in Europe is thermal solar energy: solar panels to collect heat for domestic uses (hot water, heating, even air conditioning!).
