In each Member State, one can define a "living wage", i.e. the wage necessary for a family of 4 to live decently: providing food, housing, clothing, education, healthcare, access to culture and a capacity for savings.
I propose that:
(1) a methodology be defined at EU level to establish such a living wage, mobilising the official statistical bureau, the consumer and tenants associations, the employers and the trade unions
(2) in each EU Member State, these entities define such a "living wage", which can be differentiated per region (e.g. according to the local housing costs), following the EU procedure
(3) the EU adopt per Directive this living wage as the mandatory minimum wage in the Member State, potentially differentiated per region. The mode of implementation of this minimum wage would be left to national legislation, e.g. by law or by collective agreement.
